What you give up
Less than the usual pre-order argument suggests, because this is a digital console purchase rather than a boxed one. Both PlayStation and Xbox let you cancel a pre-order and refund before the release date, which means the commitment is genuinely reversible right up until launch. What you do give up is the chance to read reviews first - by the time the first impressions land, you have already paid.
You also give up leverage. A pre-order placed now is money the publisher counts before a single person has played the game. That is the principled objection to the practice, and it does not stop being true just because this particular game is likely to be good.
Who should pre-order
People who already know they are buying it, want the bonus items, and would rather not spend launch evening downloading. That is a large group for a game like this, and there is no strong argument against it given the refund window.
Who should wait
Anyone unsure about the game itself, anyone who might change platform before November, and anyone who has been burned by launch-window technical problems and would rather read a week of reports first. Waiting costs you the Vintage Vice City Pack and nothing else.

Buy from the PlayStation Store, the Xbox Store or Rockstar directly. Third-party key sellers offering the game below $79.99 are selling something that is either region-locked, revocable, or not real.
