Rockstar has not published an unlock schedule, so any hour-by-hour chart you find right now is somebody’s assumption dressed up as information.
How digital console launches normally work
Two patterns dominate. The first is midnight local time: the game unlocks at 00:00 in whatever region your console account belongs to, which means New Zealand plays roughly a full day before the west coast of the United States. The second is a single global moment, where one timestamp fires everywhere at once and half the world gets an awkward hour.
Rockstar leaned toward midnight local on previous console launches. That is a pattern, not a commitment, and it tells you nothing definitive about November 19.
Why account region matters more than location
Unlock is tied to the store region of your PlayStation or Xbox account, not the country you happen to be sitting in. Somebody with a US account in Europe unlocks on US timing. This is also why changing store region to play early tends to backfire: it can break your entitlements and, on some accounts, your wallet balance.
When the times will appear
Expect the schedule in the final weeks before launch, usually alongside preload details, and delivered through Rockstar Newswire and the console storefronts at the same time. Nothing about it can be reliably guessed earlier than that, because the decision often depends on platform holders as much as on the publisher.
